Factor of mechanical neutral line

For n cores arranged symmetrically, the circle centered at the origin that bisects each core's area is the neutral circle of diameter $r_{neutral}=k \cdot r_{core}$

The value for three-core cables is actually 1.2937 but we use the value 1.29 from CIGRE TB 880 to prevent deviations in the results.
